Genghis Khan used a system call "meritocracy", to govern his people. It is a system where Genghis Khan promoted or demoted his warriors completely through ability, and it didn't have any thing to do with bloodline; in other words, no matter a slave or a noble, you are equal.
Law and Order
Genghis Khan also wanted to be known as a fair ruler, not a tyrant. So, he set down a code of laws that everyone must obey, known as the "Yassa"(For more information, see "Yassa". Link below.) An example of these laws included being hit by sticks if a when a soldier shows negligence during hunting, and other laws had punishments for lying. Many other laws of Yassa came from the expression "an eye for an eye". With these laws, Genghis Khan had a less rebelling empire, which gave him more time to invade more nations, rather than have to deal with a rebelling empire.
